MALAYSIA INTERNATIONAL SCHOLARSHIP (MIS)

 


  • Malaysia International Scholarship (MIS) is an initiative by the Malaysian Government to attract the best brain from around the world to pursue postgraduate academic studies in Malaysia. This scholarship aims to support Malaysian Government's effort to attract, motivate and retain talented human capital from abroad.

  • Talented international students with excellent academic records and outstanding co-curricular backgrounds are welcomed to apply for this scholarship, hence further their studies in Malaysian public universities and selected private Higher Learning Institutions at postgraduate level.

  • The call for application for the year 2021 is limited for students from ASEAN member countries, Kingdom of Morocco and Palestine. The online application system will be opened from 1st March 2021 until 30th April 2021

 

THE MALAYSIAN TECHNICAL COOPERATION PROGRAMME (MTCP) 

  • The Malaysian Technical Cooperation Program (MTCP) was established in 1980 as Malaysia’s commitment to South-South Cooperation through the sharing of Malaysia’s development experiences and expertise with other developing countries.

  • The objectives of the MTCP are:

    1. To share experience with other developing countries;
    2. To strengthen bilateral ties with developing countries;
    3. To encourage and promote South-South Cooperation; and
    4. To encourage and promote technical cooperation within developing countries.

  • MTCP is premised on the principle that the development of a country is dependent on the quality of its human capital and resources. MTCP emphasizes on human resources development mainly through training and capacity-building courses including short-term courses at Malaysian public and private training institutions, and long-term courses at Malaysian public universities.

  • Annually, Malaysia's flagship MTCP offers more than 60 technical training and capacity-building programmes in vast areas of development to developing countries in collaboration with leading local training institutions and international development partners. To date, more than 34,500 participants from 144 developing countries have benefited from the various programmes offered under the MTCP.

  • The MTCP Scholarship is sponsored by the Malaysian government and is dedicated to international students from the developing world to pursue their postgraduate studies in Malaysia, whilst at the same time acquire the necessary knowledge and skills that could contribute to the development of their home country. The duration of the award is between 12 to 24 months for Master's Degree Programme.

  • GUIDELINES FOR THE APPLICATION OF MALAYSIAN TECHNICAL COOPERATION PROGRAMME (MTCP) SCHOLARSHIP 2021

    Malaysian Technical Cooperation Programme (MTCP) Scholarship
    WHO CAN APPLY

    1. MTCP cordially invites graduates (full time Masters) from the MTCP recipient countries for the Academic Year of 2021/2022:

    2. Application deadline: 16 August 2021

    HOW TO APPLY

    1. All applications must be submitted through our online application system via the link https://biasiswa.mohe.gov.my/INTER

    2. All the documents below are COMPULSORY and to be UPLOADED via online application (scanned and save as in PDF format):

      1. Application form;

      2. A certified copy of Passport as evidence of nationality (minimum of 6 month's validity);

      3. A certified copy of Academic Transcript;

          1. Record of all the courses taken throughout the degree programme must be reflected in the academic transcripts;
          2. Applicants must submit transcripts of their undergraduate studies; and
          3. Applicants must submit an official document issued by the applicants’ alma mater describing the university’s grade system. If an applicant’s transcript does not include information on CGPA, marks or score percentile. Documents must be certified.

      4. A certified copy of English Language Proficiency tests (TOEFL or IELTS);

      5. Letter of Recommendation from two (2) referees;

      6. Endorsement form;

      7. Admission offer letter from Malaysian Universities (if applicable);

      8. Curriculum Vitae; and

      9. Medical examination form.

     

    ELIGIBILITY CRITERIA

    1. Malaysian Technical Cooperation Programme (MTCP) Scholarship applicants must COMPLY to the following criteria:

      1. Not more than 45 years old at the time of application.

      2. For Master’s Degree Program, applicants should obtain a minimum of Second Class Upper (Honours) or a minimum CGPA of 3.0 at Undergraduate Degree level.

      3. Proof of English Language Proficiency:

          1. Scanned copy of the original proof of English Language Proficiency such as IELTS (minimum total score 6.0); or TOEFL paper-based test with a score of 500 or an internet-based test with a score of 60; or
          2. Applicants obtaining Degrees with English as medium of instructions may also be accepted (evidence is a prerequisite).

      4. Has an excellent level of health certified by a doctor/physician. The cost of the medical check-up shall be fully borne by the applicant.

      5. Scholars must undertake full-time study for postgraduate programs at the selected Higher Learning Institutions (Please refer List of Universities).

      6. Applications are only open to candidates who have received offer letters from universities in Malaysia but have not yet started their studies or those who have registered for no more than one semester for a Master's Degree.

    BENEFITS OF MIS

      11. Tuition Fees
      12. Medical Claims
      13. Visa Fee

      Method of Payment: Participants will receive allowances and   other benefits as mentioned above from the Scholarship Division, Ministry of Higher Education Malaysia through their individual savings accounts. Students are advised to open a Bank Islam Malaysia Berhad account.

    AREAS OF STUDY

    1. Priority will be given to the following areas of study:

      1. Economics and Banking.
      2. Business Management.
      3. Science and Technology (not including nursing, medicine, clinical pharmacy)
      4. International Relations and Diplomacy.
      5. Public Policy and Governance.
      6. Agriculture and Livestock.
      7. Social Science.

      * Applicants may choose any related course within the areas mentioned above

       

    SELECTION CRITERIA

    1. Applications will be considered according to the following selection criteria:
      1. High-level academic achievement.
      2. Excellent communication, writing and reading skills in English Language.

     

    TERMS AND CONDITION

    1. Scholars must undertake full-time study for postgraduate Master’s Degree Programmes at the selected Higher Learning Institutions (Please refer List of Universities). It is the responsibility of the scholars to confirm admission to the university.

    2. Scholars must not change their programme during tenure of the scholarship except with written permission from the university and the MTCP Secretariat.

    3. Scholars must follow the approved programmes and abide by the university’s rules, regulations and codes of conduct.

    4. Any suspension from the university will result in immediate suspension of award. Monthly allowances are not payable during suspension.

    5. It is the responsibility of successful candidates to apply and meet the requirements for the issuing of an appropriate entry visa including medical examination.     6. Scholars must maintain satisfactory progress and good standing as stipulated by their host university or the scholarship will be withdrawn..

    7. The scholarships are tenable in Malaysian Universities and research must be carried out in Malaysia.

    8. Scholars are not allowed to take any paid employment during their tenure unless with written approval from the host university and the MTCP Secretariat.
